Climate change is considered by many states and non-state actors to be one of the most important global challenges of the 21st century. On the one hand, greenhouse gas emissions must be reduced in order to limit the extent of climate change. On the other hand, adaptation measures are essential to mitigate the consequences of climate change that are already occurring. Increasingly, affected regions also must deal with loss and damage.
This SWP dossier compiles analyses of the manifold challenges for International Climate Policy and the Climate Policy of the European Union. Particular attention is also paid to the role of Carbon Management as an interface between industrial and climate policy.
